Billing Cycle/Rate Changes

The SOA wireless billing cycle runs from the 13th through the 12th of the following month. Rate changes may be submitted with an effective as early as the beginning of the current billing cycle or as late as beginning of the next billing cycle. In order to ensure rate changes are processed before the bill cycles, a TSR/eSO needs to be submitted to the SOA Service Center by close of business on the 9th of the month.

Out of State Usage Limitations:

State of Alaska owned cellular phones operating under the SOA Wireless Contract are limited to use inside the State of Alaska on all rate plans other than nationwide plans.

In order to provide some level of emergency service to the SOA for all users while they are out of state, the phones with non-nationwide rate plans, traveling outside of Alaska, will be able to place calls to a 911 operator. *

*Note: Your phone is capable of transmitting your location to the emergency operator when 911 is dialed. Out of state 911 calls placed by phones with non-nationwide rate plans will operate in analog mode. When in analog mode the phone is unable to transmit your location to the emergency operator. Similarly, non-nationwide phones will be unable to receive incoming calls from a 911 operator while out of state. The location transmitting limitations also apply to some rural areas of Alaska (contact the service provider for details on where). Consequently, always convey your exact location to the 911 operator as soon as possible.

Nationwide Rate Change Procedure:

Changes from a Statewide to a Nationwide* plan requires the customer to complete the following steps at least 72 hours prior to leaving State:

1. Submit a TSR/eSO request to the SOA Service Center requesting the rate change.
2. Contact ACS during business hours @ 866-550-4999 to advise us of the request. At this time, ACS will download the appropriate roaming software to your phone, over the wireless network, that will allow the use of your Nationwide plan outside of the State of Alaska. The phone will need to be turned on and operating within the ACS CDMA network to receive the software load.

*There is a minimum 3 month commitment to the Nation Wide rate structure from the effective date of the change and a separate order will need to be placed with the SOA Service Center for any future rate plan changes.
